Probably not (you can still file but the repayment plan must show regular income). However, you have other options.

Important Details about Chapter 13 and Foreclosure

Note that in a Chapter 7, the bank can reinitiate foreclosure proceedings if you are not caught up after a period of time. In many cases a Chapter 13 bankruptcy can give homeowners in foreclosure the time they need (up to five years) to get caught up with their mortgage company.
